Thoughts

Does the agent signer (I guess that's you) have sufficient execution privileges on the server? Unless you have already verified that, check out Domino Directory > Server Document > 'Securyity' tab > 'Sign or run unrestricted methods and operations' field: Must contain your name or some group you are a member of.

Second, does the code in the dll you are trying to use need a UI? If so, there is a Windows limitation that prevents the code from being executed on behalf of the LocalSystem account under which Domino is running.
